On the basis of the President of Azerbaijan approved the decree number 80 of 14 April 2009, "State Program on socio-industrialized regions of the Republic in 2009-2013." Production associations of the state company "Azerigaz" create a new system to provide gas to villages, towns inhabited arrays. It is characterized by large-scale work carried out by gasification of Lankaran.

It should be noted that on July 11 after a 20 year break in the village was restored Goyshaban supply of natural gas. In connection with this event was held the opening ceremony. The ceremony was attended The President of State Oil Company of Azerbaijan Rovnag Abdullayev, the head of the executive power of Lankaran region Taleh Garashov, and representatives of the district public. Opening ceremony speech, the representative of the Chief Executive Goyshaban administrative-territorial district Jeyhun Imanov said that when the village Goyshaban gasification of a single-stage system was held on 23 and 371.3 meters of metal 14 046.8 meters of plastic pipes of different diameters, 82 valve, 738 meters and regulators was installed. Villagers who was participating in the ceremony expressed their gratitude to the President of the Republic of Azerbaijan Mr. Ilham Aliyev for providing gas to the village. State Oil Company of Azerbaijan Rovnag Abdullayev congratulated villagers on this momentous occasion. In his speech company official gave information about work that carried out in order to reconstruction of the gas supply in our country and spoke about importance of orders and decrees which was signed by Mr. President Ilham Aliyev associated with the development of this issue. Lankaran City Executive Power Taleh Garashov in his congratulatory speech noted that today is memorable day in the life of Goyshabanians. The population is in joy. We express our deep gratitude Mr. President for giving us this joy on behalf of all of Lankaran. Head of Executive Power also spoke about successes in the area of gas supply in recent years including ongoing large-scale work to supple people with “blue fuel” in Lankaran, he also mentioned that till today 32 settlements are supplied with natural gas and by the end of year supplying 42 settlements with natural gas was taken into consideration. Then Mr. R. Abdullayev and Mr. T. Garashov fired symbolic torch. After event guests participated in “blue fuel” opening ceremony at the apartment of Goyshaban villager Bastigiz Aliyeva.
